Gail Funke, PhD, Dean of Program and Faculty Development, Federal Executive Institute
 Dr. Gail Funke is Senior Faculty and Dean for Program and Faculty Development at the Federal Executive Institute. Prior to joining the Institute, she managed a private non-profit policy research firm specializing in public policy analysis and criminal justice system economic research, and as a consultant worked in organization development, and diagnosis, intervention and change, re-engineering, strategic planning, teambuilding and executive coaching. Dr. Funke's economic and cost analysis work in criminal justice resulted in an accurate depiction of the true costs of sentencing and other justice policy decisions. She has served on the faculty at universities in New York and Virginia and was Project Director for a large study on Welfare Reform. In her Policy Analysis experience, she has worked internationally as well as in prisons and jails in about 40 states, examining matters such as the economics of Prison Industries to the costs of implementing professional standards, to the opportunity cost of various correctional decisions regarding criminal offenders. She was a Special Consultant to the Illinois Governor’s Task Force on Prison Crowding and worked with Chief Justice Burger’s initiative on “Factories with Fences” and has worked extensively with medical professional associations and local as well as state governments.
Dr. Funke is a published author and national speaker and contributed the chapter on “Building Effective Teams” in The Trusted Leader: Building the Relationships that Make Government Work (Congressional Quarterly Press). Other publications include Local Jails (Lexington Books), Assets and Liabilities of Prison Industries (Lexington Press); “The Economics of Prison Crowding” (The Annals of the American Academy of Political and Social Science), “Interdisciplinary Social Science in the Classroom” (Virginia Social Science Journal) and “You Know You’re a Grazier if…” (Hoard’s Dairyman).
She earned the PhD in Economics (Public Finance and Public Policy) from The Graduate Center of the City University of New York. Her BA and MA, both in Economics, are from Rutgers University and Hunter College. She is certified in many leadership instruments and programs, including the MBTI, the DISC, the Organization Workshop, and is part of the Newfield TAPOC Coaching Program. She holds a Top Secret Security Clearance.
In her spare time, Gail has operated a Grade-A Dairy farm; she is a marathon runner (slow but steady), loves reading and jigsaw puzzles and old rock and roll music. She longs for sunny beaches, world travel, and maybe another motorcycle.
