I joined FEIAA while attending FEI in Class P313. Elected (or drafted) to serve as the class representative, I was approached about running for the FEIAA Board of Directors and elected to serve as the Executive Secretary. Recently finished my second one year term as President where I enjoyed working with all members, making as many contacts with the members as possible, increasing membership and networking opportunities for the membership. Currently, Chief of Program Analysis and Evaluation for the Army's Installation Management Command, responsible for oversight of professional military and civilian analysts involved in developing, coordinating, integrating, and presenting analysis of programs in the Army’s Program Objective Memorandum (POM) and subsequent Program Review in areas related to Installation Management. Previous experience in Army's G8 and Military District of Washington. Master of Public Administration Shippensburg University, Master of Strategic Studies US Army War College, BS Park University Human Resource Management and Business Management and participated in Executive Masters Program Georgetown University
Selected to participate and completed the Defense Leadership and Management Program. Involved in several volunteer activities in church and local community. Teach English as a Second Language to adult students in the county.

Larry A. Quinn (P155)

Larry was a member of Class P-155, the only class that did not spend a single night at FEI due to remodeling of the institute in January, 1989. Instead, classes were held at the University of Virginia Continuing Education Center and a nearby motel where the class occupied rooms on the executive floors. He joined FEIAA while attending the class and became active in the organization after attending a follow-on session at FEI. He served seven consecutive years on the FEIAA Board, holding positions of Vice President, Executive Secretary, President and Past President. Larry is in his 40th year of Federal service and currently serves as Assistant Director for the U.S. Department of Agriculture's Office of Communications.

Joan Turek (C51)

Dr. Turek has been employed in the Office of the Assistant Secretary for Planning and Evaluation (ASPE), Department of Health and Human Services (HHS) since 1971 and in her current position as Senior Economist in the Office of Science and Data Policy since 2004. She managed ASPE's technical support operation for over 25 years, which provided a full range of services including scientific programming, computer and graphics support, centralized access to information through the Policy Information Center and statistical policy coordination. Dr. Turek was the primary contact for the Federal Poverty Guidelines issued by HHS for much of that time. Throughout her career, she has directed and conducted applied quantitative research, both in governmental and private organizations. Dr. Turek received her doctorate in economics from Yale University in 1968.
Since 1976, Dr. Turek has been responsible for managing the Transfer Income Model (TRIM), a key tool in ASPE’s analytic capacity which is used in providing policy advice; developing and analyzing policy options for the Administration, the Secretary and other senior governmental officials on alternatives to existing income transfer and health programs, including the development of new programs and the analysis of the distributional impacts of such programs. Among the current TRIM activities are analyses supporting Administration and Secretarial initiatives of the highest national priority including health care reform, analysis of the recession’s impact on the poor and child care and child support initiatives. She both manages and conducts research on how income is measured on major surveys including the implications for poverty measurement and on statistical matching. Currently, she is conducting research on the affects of imputation of income data on the Current Population Survey. She coauthored presentations at the American Statistical Association and Federal Committee on Statistical methodology focusing on the effects of imputation on the official measure of poverty. Present analysis focuses on imputation’s effects on other poverty measures.
Dr. Turek is past chair of the American Statistical Association's Committee on Statistics and Disability. She is on the Board of Owensville Primary Care, a Community Health Center, and is a member of Anne Arundel County’s Planning Advisory Board. Served as Chair of FEIAA Leadership Retreat in 1986, FEIAA Luncheon Chair for two years (1987 - 1988); FEIAA Membership Chair for two years (1989 - 1990); FEIAA President for three years (1991 through 1993). Member of FEIAA Board of Directers 1990 - 1996. Member of FEIAA Investment Committee for several years. Founder and first chairman of Coalition for Effective Change (CEC), and member of CEC Board of Directors from FEIAA. As vice president of the Council of Former Federal Executives (COFFE), he invited FEIAA to hold joint luncheons with COFFE.
FEIAA-Related Awards:
Recipient in 1997 of FEIAA's first Sustained Meritorious Achievement Award. Recipient in 1993 of Federal Executive Institute's Special Award. Recipient in 1994 of Public Employee Roundtable's Chairman's Award; Recipient in 2000 of Coalition for Effective Change's President's Award for Exceptional Service. Recipient in 2005 of COFFE's Bun B. Bray, Jr. Award for Excellence in Support of Public Service (COFFE's highest award, presented annually to recognize a former federal employee who after leaving the federal service has distinguished himself by a sustained outstanding contribution in furthering public service).

Following his service as president, he served as FEIAA 's representative to the Public Employees Roundtable for many years. He was also a member of the Board of The Public Manager and a member of the Council of Former Federal Executives. He was an executive with the Bureau of Indian Affairs at the Department of Interior and retired from there in 1982. After his retirement from the Department of Interior, he earned a doctorate degree in Public Administration and taught at the Washington Center of the University of Southern California for 14 years. Over many years, Paul wrote 21 articles for The Public Manager. Several of his articles discussed FEI and FEIAA. These articles provide a great history of FEI and of FEIAA.
