Shelly Thomas, LDS 508

Shelly Thomas joined the Office of Acquisitions, Office of Small and Disadvantaged Business
Utilization (OSDBU) in June 2022. She brings over 25 years of acquisition experience within the
Federal Government. Prior to joining OSDBU, she spent nine years at the Department of
Defense’s Defense Contract Management Agency (DCMA), where she served as Acting Director
of the Small Business Compliance Center and Office, and as the Assistant Director of the DoD
Mentor Protégé Program and the Comprehensive Subcontracting Program divisions.
Ms. Thomas also has over 13 years of experience as a Contracting Officer and Contract
Specialist with the Department of Defense, specifically with the Defense Logistics Agency
(DLA) Aviation and Energy, and the Defense Commissary Agency. In these roles, she managed
a wide range of procurement actions, negotiated complex contracts, and ensured compliance with
Federal Acquisition Regulations to support critical defense operations and services.
She is DAWIA Level III certified in Contracting and credentialed in the Small Business
Program. She is also a certified Project Manager and a graduate of the Federal Executive
Institute’s Leadership for a Democratic Society (LDS 508) program.
Ms. Thomas received her Bachelor of Science in Accounting and Master of Arts in Economics
from Virginia State University
